(Indianapolis, IN) -- An IMPD officer who sat on the City-County Council is resigning amid two investigations and an ethics complaint. Indianapolis Public Safety Director Frank Straub announced Lincoln Plowman's resignation yesterday. Straub says an IMPD investigation into Plowman will end with the resignation, although Plowman continues to face an investigation by federal prosecutors. Prosecutors have not disclosed the nature of their investigation. City-County Councilor Angela Mansfield recently filed an ethics complaint against Plowman for not telling the public why he is under investigation.
