(Undated) -- Daylight Saving Time begins early Sunday morning. In 2007, Congress adopted changes moving the beginning of Daylight Saving Time to March instead of April. The decision on changing time is left up to individual states. Arizona and Hawaii do not observe Daylight Saving Time, nor do the U.S. territories of Puerto Rico, American Samoa and the Virgin Islands.
